A documentary about Austrian proportional representation, its invention, its success story and its abysses. The programmatic promise of Federal Chancellor Fred Sinowatz: "Proportional representation will be smashed" has not been kept to this day. Haider's ascent destroys the cosy twosomeness of red and black. A third player enters the game. And contrary to all promises, proportional representation is flourishing again.
